DOT SAP services
DOT Substance Abuse Professional (SAP) services address the evaluation requirements following a DOT drug or alcohol program violation.
The initial evaluation identifies education and/or treatment needs. The SAP makes an individualized recommendation and refers the employee to an appropriate education or treatment provider.
At the follow-up evaluation, the SAP reviews information from the education or treatment provider and conducts a clinical interview to determine whether the employee has demonstrated successful compliance with the recommendations. The SAP provides required written reports and a follow-up testing plan.
After the SAP determines successful compliance, the employer may arrange return-to-duty testing. Before safety-sensitive duties resume, the required test results must be negative for drugs and/or below 0.02 for alcohol, as applicable. The employer makes the return-to-duty decision. Completion of the SAP process does not guarantee employment or return to work. No specific completion timeframe is promised.
DOT-required education or treatment referrals are subject to federal restrictions on SAP self-referral and financial interests.

Outpatient SUD Therapy
Telehealth outpatient substance use disorder therapy for adults in New Mexico. Assessment determines whether remission monitoring or additional treatment is appropriate.
Outpatient counseling is available for adults transitioning from higher-intensity treatment and for adults whose assessed needs are appropriate for outpatient care.
Counseling includes treatment planning, relapse-prevention work, and continued review of treatment needs. Treatment goals are developed with the client. Care coordination and referral are included when indicated.
Sliding-scale payment is available for outpatient substance use disorder counseling.
Outpatient SUD therapy and DOT SAP evaluations are separate services. Participation in outpatient therapy does not, by itself, fulfill DOT return-to-duty requirements.
